Power to the pupils

The scenario is I'm still in high school and a new headmaster is coming in at the end of this year. Now he is a very very conservative man and wants to introduce many arbitrary and backwards rules. This includes a "above the ear haircut" for 2400 teenagers and drug-sniffing dogs on the premises not to mention many other rules which he is planning to introduce. I am trying to do something about it and I know there is popular support for my cause $\m/$ . But I have to make sure that the school doesn't identify me as that would just cause complications. What do you guys think I should do?
