Capital Scum started in the summer of 1983 in the Belgian town of Scherpenheuvel. The original lineup included brothers Larry and Pies on guitar and vocals and their childhood friend Sox on drums. The three had been playing music together since '79. Original bassist Gunther Theys (who also fronted the dodgy black metal band Ancient Rites) hailed from the nearby city of Diest, home to the punk rock bar/meeting place Het Paenhuys. Capital Scum recorded tracks for the Extreme Noise vol. 1 compilation tape in 1984 (released by the fanzine of the same name), as well as several songs the seminal Belgian compilation LP Alle 24 Goed, before Gunther was asked to leave the band.

Finding themselves without a bassist, the boys recruited Jurgen, a veteran of several punk bands in his home city of Hasselt. With the "classic" Capital Scum lineup complete, the band recorded their 1986 Clutch the Flag 7". This EP was released by Hageland Hardcore (a Belgian label that grew out of the Extreme Noise zine), who also put out Capital Scum's 1987 LP entitled Tsjerno Kills ("Chernobyl Kills").

All good things must come to an end, however, and such is the case with Capital Scum. Vocalist Pies left after the release of the LP. The band continued on with another singer by the name of Fille, but it wasn't the Capital Scum of the early days and they eventually called it quits in 1988. Jurgen also played in the old Belgian punk band called Red Zebra, who are still active to this day. Currently, the band has reunited with the "classic" lineup, to play shows and record new material
